If you’re a landlord in Devon, there’s an important update to add to your calendar.
The Government has now confirmed the rollout timetable for the new Private Rented Sector Database, officially referred to as the “Register your rental property” service.
Complete has been tracking this closely as part of the wider reforms already reshaping the private rented sector following the Renters’ Rights Act, and it introduces a new compliance requirement that will affect every landlord letting a property here in Devon and across the South West.
While there’s no need to take action just yet, knowing what’s coming and when will help you prepare well ahead of the deadlines.
For our landlords across Devon and the wider South West region, the important dates for your diary are:
15 August 2027
Registration requirements commence in the South West
14 November 2027
Deadline for landlords and relevant rental properties in the South West to be registered

Two registrations – landlord and property
One of the important distinctions is that the new system will require both the landlord and their rental property or properties to be registered.
Landlord registration
Landlords will be required to register themselves with the new service and obtain their own Landlord Registration Number. Based on the information available so far, this is expected to be something that the landlord will need to complete themselves.
Property registration
Once registered as a landlord, each relevant rental property will also need to be registered and will receive its own Property Registration Number. It is expected that letting agents will be able to assist their landlords with the property registration process. We are therefore awaiting further Government guidance to establish exactly what Complete will be able to do on behalf of our managed Devon landlords, and what information or authority we will need from you.
What information will be required?
The property registration process is expected to include key information about the property and its compliance, potentially including:
- Property and ownership details
- Gas safety information
- Electrical safety information
- Energy Performance Certificate (EPC) details
- Other relevant property and tenancy information
The Government has indicated that registration will cost £65 per property and will need to be renewed annually.
Do I need to do anything now?
No. For our landlords in Devon and the South West, the key date to prepare for is 15 August 2027, with the registration deadline falling on 14 November 2027. There is plenty of time to prepare and there are still a number of questions that Government guidance needs to answer before landlords or agents can take any meaningful action.

What happens next?
We will be following developments closely and, as further guidance is released, we will provide clear information on:
- How landlords register themselves
- What information you will need to provide
- How each rental property needs to be registered
- What Complete can complete on your behalf
- Any costs involved
- What action you need to take and when
For now, please simply make a note of the dates:
15 August 2027: South West registration requirements commence
14 November 2027: Registration deadline
More detail will follow as the Government confirms the outstanding practical arrangements.
As we have throughout the Renters’ Rights Act changes, the Complete team will continue to monitor developments, prepare well in advance and keep our Devon landlords informed every step of the way.
